However, with the establishment of an Islamic state, the emphasis shifted to law and legal rulings, diminishing the importance of inner faith. This was compounded by a deliberate strategy employed by those in power—monarchs and capitalists—to discourage widespread Quranic understanding, fearing it would incite opposition. They promoted the idea that only those with extensive religious education should interpret the Quran, effectively restricting access to its teachings for the general public. This fostered a climate where religious practice became superficial, focused on ritual rather than genuine belief.
