The basis of citizenship within an Islamic society or state is not solely reliant upon hidden faith (Iman), which is unverifiable, but rather upon the demonstrable practice of Islam. While ultimate accountability rests on Iman in the afterlife, worldly laws and societal structures are built upon observable Islamic principles. A census may record individuals as Muslim, but this alone does not guarantee divine acceptance. Allah judges by the heart and actions, not outward appearances or possessions. This distinction between Iman and Islam is crucial when discussing the foundations of an Islamic state. The Quranic verse emphasizes that simply professing Islam is insufficient; true faith requires obedience to Allah and His Messenger. Allah’s forgiveness and mercy allow for acceptance even with imperfect faith, provided there is no hypocrisy and consistent effort towards obedience. While complete adherence is ideal, even partial obedience is acknowledged by Allah.
