Khilafat: Nizam-e-Islam - The Islamic System of Governance
Dr. Israr Ahmad elucidates the foundational principles of Khilafat, defining it as governance under Allah’s sovereignty. He explains that a simple governing structure, absent of complex institutions in early Islam, is sufficient. He outlines three essential components for establishing Khilafat: Allah’s sovereignty (already affirmed in Pakistan’s Objectives Resolution), legal compliance with the Quran and Sunnah at all levels of legislation, and citizenship limited to Muslims. Non-Muslims retain religious freedom and rights but cannot participate in lawmaking or policy-making. He differentiates between rights granted to non-Muslims and their exclusion from positions of political influence, emphasizing that law originates from the Quran and Sunnah.
